It includes deciding what is audited and when, assigning competent auditors, collecting the evidence, handling nonconformities until they are closed and, in certification audits, deciding on and issuing the certificate. It is carried out by certification and inspection bodies, audit firms and the quality departments that manage their internal and supplier audits. The international guideline for auditing management systems is ISO 19011, whose fourth edition was published in May 2026.

In this guide you will find what an audit is and which types exist, the standards that govern the process (ISO 19011:2026, ISO/IEC 17021-1, ISO/IEC 17020, the IAF documents and the role of ENAC), the three-year certification cycle, how an audit programme is planned, who makes up the audit team, how an audit is conducted, how nonconformities are handled, how a certificate is decided and maintained, and how to digitise the whole process. It is written for people who manage audits.

What audit management is

An audit is a systematic, independent and documented process for obtaining objective evidence and evaluating it to determine the extent to which a set of criteria is fulfilled: the requirements of a standard, a technical regulation, a contract or a company’s internal procedures. What sets it apart from a simple review is that the auditor does not give an opinion: they compare what they find against a written criterion and record it.

An audit is not an opinion: it is a documented comparison between what is found and a written criterion, whether a standard, a contract or a procedure.

ISO 19011 distinguishes two levels. One is conducting an audit: preparing it, carrying it out, reporting the findings and following up. The other is managing the audit programme: the set of audits carried out over a period, with their objectives, risks, resources and schedule. Audit management covers both.

An audit answers the question of whether a requirement is met; audit management ensures that every audit is done on time, with the right auditor and with every finding closed.

The three types of audit: first, second and third party

Audits are classified according to who audits whom. The distinction matters because it changes what is required of the auditor, above all in terms of independence.

Type

Who audits

What for

Example

First party (internal)

The organisation itself, with its own or contracted staff

To check its own system and prepare for certification

Annual internal audit of an ISO 9001 system

Second party

A customer, or someone on its behalf

To assess a supplier before or during the business relationship

A car manufacturer auditing its suppliers

Third party

An independent body, usually accredited

To certify, inspect or verify for third parties

ISO 27001 or National Security Framework (ENS) certification audit

What is audited: management systems or products

Most third-party audits assess a management system: quality (ISO 9001), environment (ISO 14001), occupational health and safety (ISO 45001), information security (ISO 27001) or Spain’s National Security Framework. The result is a certificate stating that the system complies with the standard for a period of time.

Others assess products, shipments or facilities. This is the field of inspection and product certification. One example is verification of conformity for exports: some destination countries require an authorised body to review the documentation, inspect the goods and, if they comply, issue a certificate of conformity before they clear customs. The object and the standard that applies to the body change, but the way it is managed is the same: files, assigned inspectors, evidence, findings and a certificate at the end.

The standards that govern audits

Anyone who manages third-party audits works with two kinds of standards: those that define what is audited at the client (ISO 9001, ISO 27001…) and those that define how the auditing body itself must operate. The latter are the ones that govern audit management.

Standard or document

What it regulates

Who it applies to

ISO 19011:2026

Guidelines for auditing management systems: principles, programme management, conducting audits and auditor competence. As it is a guideline, it has no transition period: it applies from publication. It does not change the underlying method; it updates and expands three areas:

Remote auditing and virtual locations: more guidance for auditing at a distance and for systems that run in the cloud or with distributed teams.

Digital tools and evidence: how to collect and assess evidence on collaboration platforms, video calls and electronic records.

Programme management and competence: clarifications on how to manage the audit programme, communication and auditor competence.

The transition to ISO 9001:2026 and its effect on the programme

The new ISO 9001 was published on 16 September 2026. The announced timetable gives a three-year transition, until September 2029, although the final dates are confirmed by IAF and ENAC. For a certification body this means planning each client’s transition audit, usually alongside a surveillance or recertification audit, and adjusting audit time. With hundreds of clients, the transition is a planning problem before it is a standards problem.

The three-year certification cycle

A management system certificate is not granted once and for all. ISO/IEC 17021-1 organises it into a three-year cycle with an initial audit in two stages, two surveillance audits and a recertification. Besides the ordinary cycle there are special audits: for a scope extension, for significant changes at the client, following a complaint or as a follow-up to a suspension, sometimes at very short notice.

How an audit programme is planned

The audit programme is the schedule of all the audits in a period; the audit plan is the detail of a single one. Planning the programme well prevents a body’s two most costly problems: audits that fall outside their deadline and auditors who lack the competence the scope requires.

Audit time: calculated with IAF MD 5 from the effective headcount and the complexity of the client. Increases and reductions are justified and documented.

Multi-site and integrated audits: when the client has several sites, IAF MD 1 sets how many are sampled; when it certifies several standards at once, IAF MD 11 sets how they are combined.

Each client’s windows: every surveillance and every recertification has a deadline that comes from the certification decision and the certificate’s expiry date.

Auditor assignment: by competence in the sector and the standard, availability, location and workload, and with no conflicts of interest.

Audit plan: objectives, scope, criteria, agenda and team, sent to the client in advance. The client can object to a specific auditor.

If what you manage are internal or supplier audits, the logic is the same on a different scale. ISO 9001 requires the system to be audited at planned intervals: it is usual for every process to be audited at least once in the certification cycle, for processes with more risk or with problems in the previous audit to be audited more often, and for critical suppliers to have their own schedule.

An audit programme fails on deadlines before it fails on the standard: audits outside their window and auditors assigned without the competence the scope requires.

Work with each client’s full cycle in view, not audit by audit: that way you can see months in advance which surveillance audits fall in the same month, which auditor will lose a qualification before their next visit and which clients have to transition to a new standard.

The audit team: roles, competence and impartiality

Several roles are involved in a third-party audit, and ISO/IEC 17021-1 requires them to be kept separate:

Programme manager: plans the audits, assigns teams and controls deadlines and resources.

Audit team leader: prepares the specific audit, leads the team and the opening and closing meetings, and signs the report.

Auditors: collect and verify the evidence and write up the findings.

Technical experts: provide knowledge of the sector or process, but do not audit.

Whoever makes the certification decision: a person or committee that did not take part in the audit.

Competence has three layers: knowing how to audit (the principles and techniques of ISO 19011), knowing the standard being audited and knowing the client’s sector, which is accredited through scope codes. Qualifications are not permanent: they depend on training, audits performed and periodic evaluations, and you need to make sure they do not lapse before the next visit.

Impartiality is the foundation of the whole system. The body identifies and addresses conflicts of interest, usually through a committee. It cannot offer management system consultancy to anyone, nor certify a system on which it has carried out internal audits in the previous two years.

In an internal audit the roles are simpler, but the principle is the same: ISO 9001 requires auditors to be objective and impartial, and the usual practice is that nobody audits their own work. In small teams this is solved by auditing across departments or by hiring an external auditor for the areas that cannot be covered.

How an audit is conducted, step by step

Every audit has four phases: plan, conduct, report and follow up. Stage 1 can usually be done remotely; stage 2 and the processes that need to be seen in operation normally require a visit. What does not change is the need for traceability: evidence seen over a video call must be recorded just like evidence seen on the shop floor, and with the same confidentiality.

Nonconformities and corrective actions

Not all findings carry the same weight. The other deadlines (when the action plan is submitted, when the closure evidence is due) are set by each body in its certification rules and, for internal audits, by your own procedure. That is why every nonconformity needs an owner, a date and a reminder.

A nonconformity is not closed when it is corrected, but when you have checked that the corrective action works and the problem does not come back.

Certification decision, issue and validity

The certification decision is made by a person or committee that did not take part in the audit, based on the report, the evidence and how the nonconformities were handled. In an internal audit there is no certificate: the outcome is the report, which is one of the inputs to the management review.

A management system certificate identifies, at a minimum, the client and its sites, the certified scope, the standard and its edition, the issue and expiry dates, a unique number and the issuing body, with its accreditation mark where it has one. While suspended, the client cannot use it.

It can be withdrawn, if the cause of the suspension is not resolved within the set deadline.

It can be restored after a suspension or expiry, under the conditions set by the standard.

Accredited certificates can be checked publicly: bodies keep their own registers and IAF offers a worldwide database, IAF CertSearch.

How to digitise audit management

Many bodies and quality departments still manage their audits with spreadsheets, emails and shared folders. It works while there are few clients; with hundreds, the same failures always appear: surveillance audits that fall outside their window, auditors assigned with an expired qualification, open nonconformities with no owner, evidence scattered across inboxes and certificates issued from the wrong version of the report.

A system for managing audits has to cover the whole cycle:

A file per client: quotations, audits, reports, nonconformities, certificates and communications for the whole cycle, in one place, as in any document management system.

Scheduling and assignment: auditor calendar, availability, workload and competence by sector and standard.

Fieldwork: forms tailored to each type of audit, with photos and evidence recorded on the spot, also from a mobile phone.

Client portal: so that the client can provide documentation and closure evidence without chains of emails.

Nonconformity workflow: finding, action plan, closure evidence and verification, with an owner and a date.

Documents generated from the data: quotations, plans, reports and certificates, with electronic signature.

Alerts: surveillance windows, certificate expiry dates and auditor qualifications that are about to lapse.

Traceability and security: who did what and when, role-based permissions and protection for information that is confidential by definition.

The same applies to inspection: a verification of conformity file has the same structure (application, document review, inspection, testing, report and certificate) and the same risks if it is handled manually. And on the other side, the audited company also needs its documentation organised and at hand: we explain it in document management for ISO audits and certifications.

With a few clients, a spreadsheet is enough; with hundreds, deadlines, qualifications and nonconformities slip through without anyone noticing.

Once the process is digitised, it can be measured. Five useful indicators for people who manage audits:

Percentage of audits carried out within their window.

Average time to close major nonconformities.

Days between the end of stage 2 and the certification decision.

Workload per auditor per month.

Certificates expiring in the next 90 days with no recertification planned.

Audit management best practices

Plan by cycles, not by audits: each client’s programme covers its three years.

Track qualifications the way you track certificates: with an expiry date and a reminder.

Always separate whoever audits from whoever decides, even when the team is small.

Give every nonconformity an owner and a date from the closing meeting onwards.

Treat digital evidence as rigorously as on-site evidence: recording, traceability and confidentiality.

Prepare transitions in good time: a new standard, such as ISO 9001:2026, changes the programme’s workload for three years.

How R2 Docuo manages audits

R2 Docuo is a document and process management platform. With its audit and certification solution, certification and inspection bodies run the whole audit cycle: visit planning and auditor assignment, field forms with evidence, client portal, nonconformities and corrective actions, and the issue of quotations and certificates with Word templates and electronic signature. The same foundation powers its export conformity verification software. The platform is certified to ISO 27001 and to Spain’s National Security Framework (ENS) at HIGH category.

SEE THE AUDIT AND CERTIFICATION SOLUTION

Frequently asked questions about audit management

What is audit management?
It is the set of processes an organisation uses to plan, carry out and close its audits: deciding what is audited and when, assigning competent auditors, collecting evidence, handling nonconformities and, in certification audits, deciding on and issuing the certificate. The international guideline for auditing management systems is ISO 19011.

What are the three types of audit?
First party or internal, carried out by the organisation itself; second party, carried out by a customer on its supplier; and third party, carried out by an independent body to certify, inspect or verify.

What is the ISO certification process?
Application and quotation, an initial audit in two stages (stage 1 on documentation and stage 2 on site), a certification decision by someone who did not audit, two surveillance audits and a recertification after three years.

What are the 4 steps of an audit?
Plan, conduct, report and follow up.
